A chemical change is the process in which chemical composition of the substance is changed. Burning of coal (that is carbon) in presence of oxygen gives a different chemical substance (carbon dioxide). So, it is a chemical change.
Dissolving sugar or salt in water, and melting of ice are physical changes as no new chemical substances are formed in the process.
