Adult suffrage is the right to vote given to all people irrespective of caste, creed, religion, sex, economic status etc. This is based on democracy through which people can elect their own representatives.
Democracy in modern usage is a system of government in which the citizens exercise power directly or elect representatives from among themselves to form a governing body, such as a parliament. Democracy is sometimes referred to as rule of the majority. It does not discriminate people between caste, creed, sex, religion etc.
An important characteristic of democracy is that it grants top civil liberties to the citizens. They enjoy freedoms of speech, expression, and information. Citizens have a right to form or join an association. It includes the right to form a political party.
Democracy is defined as a government of the people, by the people and for the people. Democracy is considered the finest form of government in which every individual participates consciously and in which the people remain the sovereign power determining their destiny. U.S. President Abraham Lincoln (1809-1865) defined democracy as "Government of the people, by the people, for the people".
A democratic government cannot do whatever it likes, simply because it has won an election. It has to respect some basic rules. In particular, it has to respect some guarantees to the minorities. Every major decision has to go through a series of consultations. A democratic government rules within limits set by constitutional law and citizens’ rights.
