Explanation
The Cabinet Secretariat is under the direct charge of the Prime Minister.The Cabinet formulates both external and domestic policies of the Government. It takes decisions on matters such as defence, economic policy, security needs, President's rule in State, the formation of new states, industrial policy, imports and electoral reforms.
Under Article 352, the President can declare a national emergency when the security of India or a part of it is threatened by war or external aggression or armed rebellion that can be proclaimed by the President of India, when the president perceives grave threats to the nation from internal and external sources or from financial situations of crisis under the advice of the cabinet ministers.
The Lok Sabha, unless sooner dissolved, continues to operate for five years from the date appointed for its first meeting and the expiration of the period of five years. However, while a proclamation of emergency is in operation, this period may be extended by Parliament by law for a period not exceeding one year at a time and not extending, in any case, beyond a period of six months after the proclamation has ceased to operate
Rajya Sabha is also known as upper house of parliament. Unlike Loksabha, Rajyasabha cannot be dissolved. However it can be prorogued by president which means a session can be discontinued.
According to Article 352, approval by each house requires a special majority those in favor of the motion must be two thirds of those present and voting, and amount to a majority of the entire membership of that house. A Parliamentary resolution extends the state of emergency for up to six months, and it can be extended indefinitely by further resolutions in six-monthly increments.
